●不仅仅是人口的数量,人口的素质、人口的年龄构成、职业构成和地区分布都会对社会经济产生影响. ●就上海来说,不仅仅要看常住人口,而要立足于现有的实际人口数. ●上海目前的人口构成不理想,因而不能单纯地控制,而要努力实现人口结构的合理化. ●对人口政策的理解应是广义的,除了要控制人口的自身生产外,还应该调控人口迁移和人口的社会变动.
