“执政能力”是党的十六大提出的新概念。就目前的情况看,从学理角度对执政能力内涵及特点的探究尚处于起步阶段。本文从马克思呆于能力是“人的本质的公开展示”的哲学命题和政治学关于执政本质、功能和过程意义的视角对此进行了尝试性的探讨。
“Governing Ability ” is a new concept proposed by the 16th CPC National Congress. Judging from the current situation, the research on the connotation and characteristics of governing ability from the perspective of academic reason is still in its infancy. This article tries to probe into the philosophical proposition that Marx stayed at the capacity of being an “open display” of human nature and the perspective of political science about the nature, function and process of governance.
