在建设部等单位主办的“百家房地产开发企业、百家房地产中介机构承诺销售‘放心房’、提供‘放心中介’联合宣言”活动中 ,第一家报名的房地产开发企业是济南市房地产开发总公司。这个公司以在全国房地产开发行业首家推出《商品房质量保证书》、《商品房使用说明书》而闻名。在他们1998年3月15日实行《商品房质量保证书》、6月1日实行《商品房使用说明书》之后 ,山东省1998年7月1日、全国1998年9月1日开始实行“两书”。而当建设部要求全国开发企业实行“两书”之时 ,他们又提出了对所售所管房屋实行“终生保修” ,并于1999年6月1日开通了“放心房热线” ,在承诺服务方面又跨出一大步。本刊记者带着浓厚的兴趣专程去济南开发总 ,发现这个公司从摆脱困境到蓄势待发 ,走过了一条面对市场、稳步调整、良性发展的道路。为此 ,我们采访了该公司的党委书记、总经理、销售部门和“放心房热线”部门 ,以图揭示出济南开发总勇于开拓、稳步前进、快速发展的轨迹。
