A new round of curriculum reform advocates the implementation of the national curriculum of school-based, in order to adapt to the characteristics of different schools and individual differences in students, enhance the national curriculum teaching targeted, effective, and initiative. Classroom is the main front for the implementation of national curriculum. School-based implementation needs to be implemented in classroom teaching. This article takes “China Communist Party: people-oriented governance for the people” as an example teaching, to talk about to create school-based classroom exploration. First, the liberation of teaching materials, highlighting the characteristics of teaching materials as a carrier of teaching content is the basis of classroom teaching.
