一、FDI投资措施的国际调节趋势FDI的投资措施(investment measures)一般指任何一个为东道国采纳的用以影响外国投资者运作的法律和行政措施。当然,有些学者认为投资措施还应包括投资者母国为保护本国海外私人投资者的利益和安全而采取的法律和行政措施。也有人认为,投资者自身采取的某些措施尤其是跨国公司的限制性商业行为也应属于投资措施的广义范畴。联合国就曾将与贸易有关的投资措施(TRIMS)分为
