户籍管理制度改革是我国社会发展的必然要求,是社会进步的重要标志,对国家经济的发展和人民生活的改善将产生深刻的影响,其意义是划时代的。户籍制度改革将为最大限度地发挥人的知识、智力、智慧创造条件,使人才这种最重要的资源得到合理配置。但要达到户籍制度改革的最终目的——实现迁徙自由、农民与城市居民真正意义上的平等尚需时日。当前,计划经济时代遗留下来的户籍、社会管理不到位等,仍在阻碍着我国的户籍制度改革。又一次思想大解放计划经济体制下的户籍管理制度,使农民在某种程度上属于“二等公民”。农民没有自由选择居住地的权利;没有自由选择工作和生活的权利;没有城里人所享有的住房、医疗、教育、养老、就业以及福利等保障。从平等、自由等人的最基本权利角
The reform of the household registration system is an inevitable requirement for the social development of our country and an important symbol of social progress. The reform of the household registration system will create the conditions for maximizing people’s knowledge, intelligence and wisdom so that the most important resource such as personnel can be rationally allocated. However, it still takes time to realize the ultimate goal of the reform of the household registration system - to realize the freedom of migration and to realize the true equality between peasants and urban residents. At present, the hukou and social management left over from the era of planned economy are still hindering the reform of the household registration system in our country. Once again, the idea of large-scale emancipation of the household registration system under the planned economic system has enabled peasants to some extent to belong to “second-class citizens.” Farmers have no right to choose their place of residence freely. They have no right to freedom of choice in work and life. They do not have the housing, medical care, education, pension, employment and welfare enjoyed by urban residents. From the angle of the most basic rights of equality, freedom and others
