“Heavy Industries and Light Industry” means here that some leading cadres in enterprises are busy with government affairs and relax their political theoretical training. It is an undesirable phenomenon that the study of political theory is opposed to handling of routine affairs. This kind of “Heavy Industries and Light Industry” weakens the bad learning phenomenon. The reason is that the author thinks: First, the few leading cadres lack the correct understanding of the importance of learning theory. The various conflicts of interest arising from the deepening of the enterprise reform have led some leaders to devote themselves to day-to-day handling of such matters and to relax learning. They think that learning is fictitious.
