I. Investigation and Implementation In 2004-2005, we organized the “Direct Election Survey of Grassroots Unions at Trade Unions”. The survey was conducted in a small and medium-sized city in Guangdong Province and Zhejiang Province, and a company in Fujian Province. Investigations in Guangdong and Zhejiang provinces focused on understanding the situation at the provincial level and the situation in small and medium-sized cities.
