随着国有企业改革的不断推进,我国国有企业的政企关系不断变化,实现政企分开成为上世纪90年代以来改革的主要方向。然而,在当前的国资委体制下,国有企业仍然未能建立真正意义上的现代企业制度。这既不利于政府公共服务职能的履行,也不利于国有企业自主经营的实现。本文建议将国有资本的经营职能与监管职能分别赋予两个部门:国有资本投资基金与国资委。在人大的监督下,前者负责对国有资产实体企业投资,后者负责政策制定与监督。
With the continuous promotion of the reform of state-owned enterprises, the relationship between government and enterprises in our state-owned enterprises has been constantly changing. The separation of government from enterprises has become the main direction of reform since the 1990s. However, under the current SASAC system, state-owned enterprises still fail to establish a truly modern enterprise system. This is not conducive to the performance of the government’s public service functions, nor is it conducive to the realization of the independent management of state-owned enterprises. This paper suggests that the operational and regulatory functions of state-owned capital should be given to two departments separately: state-owned capital investment fund and SASAC. Under the supervision of the NPC, the former is responsible for investing in state-owned assets entities and the latter is responsible for policy making and supervision.
