陈志坚、吴树强同志: 你们来信问及什么叫做公害病?它与职业病、地方病有什么不同?现一并答复如下。由于人类活动而产生的相当范围内的环境污染和破坏,如大气污染、水质污染、土壤污染、噪声污染、振动、地面沉降、恶臭等,对公众的安全、健康、生命、财产和生活舒适性等造成的危害称为公害。公害病是由环境污染引起的地区性疾病。公害病不仅是一个医学概念,而且具有法律意义,须经严格鉴定和国家法律正式认可。
