【提案背景】据201 1年中央教科所体卫艺教育研究中心和中国教育学会体育卫生分会的一项调查显示,近1 0年来,体育教师的总量不仅没有增加,相反,由于学校撤并等原因,体育教师人数总体上还有所减少。有关资料显示,中国体育教师有30万的缺口。目前,中小学校长期面临着体育师资极为短缺的困难。
