获得必要资源与空间是组织生存与发展的必要条件。作为组织,政府与非政府组织对生存空间和社会资源既相互需求又相互依赖。对此,政府在承担公共责任过程中,应寻求非政府组织的功能介入并赋予其制度保障,以此来改善公共服务、增进政治合法性,最终实现社会的稳定与和谐;而非政府组织应该具备同政府联合的艺术,在得到政府足够的法律和财政支持的同时,最大限度地保持自身的独立性和自主权。
