推进预算管理改革,建立以部门预算为基础,预算编制、执行、监督相分离的预算管理运行机制,预算管理实现由粗到细、由定性到定量的突破,是构建公共财政框架的客观需要。就部门而言,一定要强化大局观念,自觉参与改革。荆门市是湖北省最早推行部门预算的地市。一年来,在财政部门的支持配合下,我局党组非常重视,统一思想,明确专班专人,认真编制了2001年的部门预算。从编制预算及一年来的运行情况看,预算管理更为细化、规范,符合部门实际。我们的主要做法和体会如下:
To promote the reform of budget management and establish a budget management mechanism based on departmental budgets and with budgetary preparation, implementation and supervision separated from one another, the objective needs of building a public financial framework are to achieve a breakthrough in budget management from coarse to thin and from qualitative to quantitative. As far as departments are concerned, we must strengthen the overall situation and consciously participate in the reform. Jingmen City, Hubei Province is the earliest implementation of departmental budget cities. In the past year, with the support and cooperation of the financial departments, the Party and government departments of our bureau have attached great importance to unifying their thinking and clarifying their specialization in special classes and earnestly compiled the departmental budgets for 2001. From the preparation of the budget and the operation of the past year, the budget management is more detailed, standardized and in line with the actual department. Our main practices and experiences are as follows:
