CBE is CompeteneyBased Education referred to, the original intention is based on ability education. After the Second World War, the economy in the developed western countries took off rapidly and society was in urgent need of a large amount of technical labor force. Therefore, all countries actively explored effective modes of vocational and technical education. In the 1970s, American educator Bloom proposed the Model tor Mastery Learning, and the University of Houston developed CBE teaching mode accordingly.
