1955年生于北京,从小随父母到内蒙古支边。1974年入伍服役,1978年考入中国人民大学工业经济系学习。毕业后在内蒙古自治区建委调研室工作。1983年6月调入自治区党委研究室工作。1984年初任自治区党委研究室战略组(处)组长,在自治区主要领导同志的直接指导下,开展对内蒙古经济社会发展的战略研究。1985年出任由国家体改委组建的内蒙、新疆、贵州、云南等十一个省区的中国西部问题研究组组长,并主持了中国西部发展与改革方面的重要研究。
Born in Beijing in 1955, from childhood with his parents to the Inner Mongolia border. Engaged in military service in 1974, admitted to Renmin University of China in 1978, Department of Industrial Economics. After graduating from Inner Mongolia Autonomous Region Construction Committee research room work. In 1983 June transferred to the autonomous region party committee laboratory work. In 1984, he was appointed leader of the Strategy Group (Division) of the Research Office of the Party Committee of the Autonomous Region. Under the direct guidance of the leading leaders in the autonomous region, he conducted strategic research on the economic and social development in Inner Mongolia. In 1985, he was appointed as the leader of the research group on western China in eleven provinces and municipalities including Inner Mongolia, Xinjiang, Guizhou and Yunnan established by the State Commission of Reform and Development and presided over the important research on the development and reform in western China.
