党的十八大明确提出全面推进依法治国,加快建设社会主义法治国家,对法治建设作出了重大部署。动物卫生行政执法是兽医部门的一项重要职能,各级兽医部门历来重视动物卫生行政执法,执法工作也取得了一定的成效。但是,由于动物卫生执法工作起步较晚,加之大多动物卫生行政执法人员没有接受过系统的法律知识教育,动物卫生法学理论知识欠缺,与依法行政的要求相比还有一定的差距。同时,随着动物卫生行政执法工作的加强,动物卫生行政处罚案件数量增多,随之而来的动物卫生行政复议案件也逐年增加,迫切需要提高执法人员处理行政复议案件方面的能力。为此,本刊委托青岛东方动物卫生法学研究咨询中心编写了《动物卫生行政复议讲义》,供执法人员学习。

Compared with the requirement of administering by law, there was still a certain gap. At the same time, with the strengthening of animal health administrative law enforcement, the number of animal health administrative penalties has increased, and the consequent animal health administrative reconsideration cases have also increased year by year. There is an urgent need to enhance the ability of law enforcement officials in handling administrative reconsideration cases. To this end, the magazine commissioned the Oriental Animal Health Law Research Consulting Center in Qingdao prepared the “animal health administrative reconsideration handouts” for law enforcement officers to learn.
