20多年前,苏格兰议会在全世界率先建立起了议会电子申诉系统,开启了运用信息技术推进公民政治参与的先河;如今,利用个人网站、微博等平台与选民沟通,已成为西方议员的普遍工作形式。党的十八届三中全会作出的《关于全面深化改革若干重大问题的决定》,提出了“通过建立健全代表联络机构、网络平台等形式密切代表同人民群众联系”。如何具体落实这一精神,可以借鉴国外的一些做法和经验。
More than 20 years ago, the Scottish Parliament took the lead in establishing the parliamentary electronic complaint system around the world and opened the door to using information technology to promote civic political participation.
