在西部大开发中坚持可持续发展战略是党中央实施西部大开发战略的重要组成部分 ,那种单纯追求GDP数量扩张的发展战略应被纠正。因为这种发展模式首先掩盖了环境污染对人类社会生态环境带来的负面作用 ;其次它没有考虑自然资源的亏损和耗竭 ;再次它还低估了某些集约意义的经济活动对社会的积极作用。取而代之的是对绿色GDP的倡导 ,通过对以绿色GDP为核心的指标体系的建立 ,解决自然资源和环境价值的核算问题 ,不仅有利于保护自然生态环境 ,促进资源的可持续利用和经济的可持续发展 ,而且还能够加快经济增长方式转变 ,提高经济效益 ,增进社会福利。
