随着国内外新形势的不断变化和社会主义现代化的不断推进,加强党的执政能力建设迫在眉睫,它是全面建设小康社会和稳定国家政权的重要保障和必要手段。胡锦涛总书记在建党90周年明确提出:“在世情、国情及党情发生深刻变化的新形势下,提高党的领导水平和执政水平、加强党的执政能力建设和先进性建设,面临许多前所未有的新情况新问题新挑战。”加强党的执政能力建设不仅是人民和时代的选择,也是国家事业繁荣兴衰、民族兴亡的关键因素。因此,本文旨在党执政能力建设内涵的基础上,提出其在新形势下的重要性和现存的问题,从而在如何让加强党的执政能力建设这一问题上提出一些行之有效的策略和意见。
