2017年中央一号文件——《中共中央、国务院关于深入推进农业供给侧结构性改革加快培育农业农村发展新动能的若干意见》于日前正式发布。这是新世纪以来党中央连续第14年将一号文件聚焦“三农”。针对我国农业目前存在的主要矛盾和未来一段时间的发展走向,今年一号文件提出推进农业供给侧结构性改革,加快培育农业农村发展新动能,重点目标是产品结构的调整、生产方式的调整和新业态经济的壮大。文件全文共6个部分33条,约13000字。本刊将其中关于财税金融支持农业农村等方面的内容摘登如下。
In 2017, No.1 Central Government Document - Several Opinions of CPC Central Committee and State Council on Further Promoting Agricultural Supply-side Structural Reform and Accelerating Fostering New Motive Power for Agricultural and Rural Development have just been released. This is the first time in the 14th year that the Central Party Central Committee has placed No.1 document on “agriculture, rural areas and farmers”. Aiming at the main contradictions in agriculture in China and the trend of development in the near future, this year’s No.1 Document proposes to promote the structural reform of the agricultural supply side and speed up the cultivation of new momentum for the development of agriculture and rural areas. The key objectives are the adjustment of product structure, the adjustment of production methods and New business economy growth. The full text of the document consists of 33 parts in 6 parts, about 13,000 words in total.
