After World War II, Fascist “Iron Curtain ” has just been broken, but it has opened the Cold War between the East and the West dominated by the United States and the Soviet Union. The cold war has led to global divisions and confrontations. This split and confrontation is also reflected in the International Congress of Historical Science. From the 1950 General Assembly held in France in the West, the Soviet Union and the socialist countries in Eastern Europe absent until the eve of the Cold War in 1990, Madrid Assembly set up “revolution and reform.” The original intention of this major issue is also to provide a platform for dialogue between East and West scholars. It can be said that the political reality of confrontation between the East and the West is also projected into the General Assembly and runs through this entire period.
