当前我国烟草行业正处在深刻调整时期,进入了市场规模缩减及订单原料结构不均衡阶段。一方面,由于卷烟近年销量持续下滑,工业公司对烟叶需求量年下降;另一方面,随着行业市场竞争的发展,各工业公司对烟叶内在质量要求不断提高的同时,向商业公司下发订单中的上等烟需求比例不断提高。
