冬季供暖是我国北方居民生活的基础生计。一直以来,广大群众非常关注相关权益的维护,各大新闻媒体也热切地追踪报道这一民生主题。2011年11月18日,大连市人大常委会就《大连市供热用热条例(草案)》中有关“是否收取热能损耗补偿费”举行立法听证会。此事一经报道,立刻引起热议。动因——“民生无小事”2011年8月29日和10月25日,大连市十四届人大常委会召开的第二十四次、二十五次会议先后两次审议了《大连市供热用热条例(草案)》(以下简称《条例草案》)。
Winter heating is the basic livelihood of the inhabitants of northern China. All along, the masses have paid great attention to the maintenance of related rights and interests. The major news media have also earnestly followed and covered this livelihood theme. On November 18, 2011, Dalian Municipal People’s Congress held a legislative hearing on “Dalian Heating and Cooling Ordinance (draft)” on whether to charge compensation fee for thermal energy loss. Once the incident was reported, it immediately aroused heated discussion. Motivation - “livelihood no trivial matter ” August 29, 2011 and October 25, Dalian City, the 14th NPC Standing Committee held its twenty-fourth, twenty-fifth meeting has twice considered “Dalian City Heating Ordinance (Draft) ”(hereinafter referred to as the“ Bill ”).
