本世纪八十年代初,美国的经济出现了衰退,而高技术产业却发出了耀眼的光芒,“128号公路”和“硅谷”的繁荣被作为成功的榜样。许多州级政府纷纷发展高技术产业以缓解就业压力、振兴地方经济。美国州政府在高技术产业发展中所起的作用主要表现在以下几个方面。 1.制定科技兴州战略,成立协调政策的组织机构。
In the early 1980s, the U.S. economy experienced a recession while the high-tech industry gave a glittering light. The prosperity of “Route 128” and “Silicon Valley” was cited as a success story. Many state governments have developed high-tech industries in order to ease the pressure of employment and rejuvenate the local economy. The role of the U.S. state government in the development of high-tech industries is mainly manifested in the following aspects. 1. Formulate the strategy of science and technology of Xingzhou and set up an organization to coordinate policies.
