从2004年第一批科技强警示范城市创建工作启动至今,全国平安城市的建设已经取得了很大成果,现在平安城市建设已经进入高速的发展和提高阶段,对监控系统的建设要求也发生了新的变化。早期平安城市的建设是以模拟标清为主,但是以矩阵、硬盘录像机和模拟摄像机等组合的模拟标清监控无法应对平安城市大规模部署的需求,因此平安城市的建设方向渐渐地向网络数字标清变化,但是由于标清图像分辨率只有CIF和D1,细节呈现能力低下,相关人员无法根据粗略的图像做出十分肯定的判断,一旦发生警情,这些图像只能作为事后情景和行为分析依据,严重制约了公安用户对事件的响应和处理速度。从实战效果的角度出发,公安用户在平安城市的建设上迫切要求高清晰的图像效果,而随着网络和高清相关技术的发展,高清平安城市的建设逐步趋于成熟。

With the development of related technologies in networks and high-definition, the construction of high-definition and safe-going cities is gradually becoming more and more mature.
