Since its founding, the Chinese Communist Party has attached great importance to the issue of China’s ethnicity and regarded it as a part of the overall Chinese revolution. The program adopted by the party’s two major parties in 1922 proposed: “The implementation of the autonomy of three of Mongolia, Tibet and Hui into a free and democratic state; the unification of China’s headquarters with Mongolia, Tibet and Xinjiang and the establishment of the Chinese federal republic with free federalism” .
