“监督是对领导干部的一种保护”这一命题,是对领导干部权力进行制约、防止领导干部滥用权力的依据。从机制上讲,监督的确起着对被监督对象的保护作用,它具有防止领导干部滥用权力的机能。
“Supervision is a protection of leading cadres” is a proposition that restricts the power of leading cadres and prevents the leading cadres from abusing their power. From a mechanistic point of view, supervision does play a protective role on the subject under supervision. It has the function of preventing leading cadres from abusing their power.
