科学发展观要求我们用全面发展的观点来认识和处理问题。全面认识和评估妥善处置群体性事件的意义是我们做好群体性事件处置工作必须具备的认识基础。妥善处理群体性事件,关键在于统筹兼顾,立足当前,协调好各方面力量,围绕防范、疏导、处置各环节,调动一切积极因素,扎实推进稳定工作。坚持以人为本,把人民群众利益作为一切工作的出发点和落脚点,不断满足人们多种需求和推进社会的全面发展,可以有效预防、化解群体性事件的发生。
The scientific concept of development requires us to recognize and deal with problems from an all-round perspective. To fully understand and assess the significance of properly handling mass incidents is the basis for our understanding of mass incidents disposal. The key to proper handling of group incidents is to make overall plans and take all factors into consideration. Based on the current situation, various forces should be coordinated and well-coordinated. We should mobilize all positive factors around prevention, guidance and disposal and steadily push forward stable work. Adhere to the people-oriented principle, regard the interests of the people as the starting point and the foothold of all our work, continuously meet people’s diverse needs and promote the all-round development of society, and effectively prevent or eliminate mass incidents.
