几千年来,中国老百姓惧官、避官,素有“民不与官斗”的说法,这种封建时代形成的意识传统非常有碍于社会进步。一个真正意义上的现代化国家,必定是一个法制国家,是一个公众普遍具有民主和法制意识的社会。我国《行政诉讼法》的颁布,确立了“民”与“官”在法律面前的平等原则。有了这个原则,老百姓就可以依法诉讼,依法告“官”,这是法律赋予的权利,也是时代赋予的责任。
For thousands of years, Chinese people fear officials and evade government. They have always said that “people do not fight with officials.” This tradition of feudal ideology has greatly hindered social progress. A truly modern nation must be a country ruled by law and a society where the general public has a sense of democracy and the rule of law. The promulgation of the “Administrative Procedure Law” in our country has established the principle of equality between “people” and “officials” before the law. With this principle, people can sue in accordance with the law and report “officials” according to law. This is the right given by law and is also the responsibility of the times.
