目的:分析2009~2013年湖北省各地区公立中医医院医疗服务能力发展状况并进行综合评价,为促进公立中医医院持续稳步发展提供参考。方法:选取中医医院综合卫生统计中的门诊量、出院患者数量、实际占用总床日数和年业务收入4项指标,运用秩和比法进行综合评价。结果:1黄冈、潜江地区2013年医疗服务能力相对2009年提升大,宜昌、仙桃地区提升较小。22009~2013年间,武汉、襄阳、恩施等地区医疗服务能力相对强,咸宁和潜江地区相对较弱。结论:湖北省各地区公立中医医院医疗服务能力发展不平衡,地域性差异显著。政府应加大对薄弱地区的政策扶持和财政投入,加强中医医疗资源的合理配置,逐渐缩小医疗服务能力的地域性差异,为促进中医医院和谐稳定发展奠定基础。
OBJECTIVE: To analyze the status of medical service capability in public TCM hospitals in various regions of Hubei Province from 2009 to 2013 and conduct a comprehensive evaluation to provide a reference for promoting the sustained and steady development of public TCM hospitals. Methods: Outpatient amount, discharged patients number, actual occupancy total bed days and annual business income of four indexes of comprehensive health statistics of TCM hospitals were selected, and the rank sum ratio method was used to make a comprehensive evaluation. Results: 1 The medical service capacity of Huanggang and Qianjiang areas in 2013 increased greatly compared with that of 2009, and the improvement in Yichang and Xiantao areas was relatively small. 22009 ~ 2013, Wuhan, Xiangyang, Enshi and other areas of relatively strong medical services, Xianning and Qianjiang areas are relatively weak. Conclusion: The medical service capability of public TCM hospitals in various regions of Hubei Province is not balanced and the regional differences are significant. The government should increase policy support and financial input in the weak areas, strengthen the rational allocation of medical resources in the country, and gradually narrow the regional differences in medical service capabilities, laying a solid foundation for the harmonious and steady development of TCM hospitals.
