经济稳定的实现是经济运行中多种要素共同作用的结果,它主要有三个方面的含义,首先经济稳定是指保持经济继续沿着稳健的发展态势的顺利发展;其次是防止经济从正常运行状态滑向大起大落的非正常状态;最后也指经济摆脱混乱状态,恢复到正常发展态势。陈云反复强调:“像我们这样一个有六亿人口的大国,经济稳定极为重要。”[1]在论述经济形势稳定的重要性时,陈云总是把它提到关乎全局稳定的高度加以强调,提醒全党切不可掉以轻心。
