为及时传递和解读世界各国对于体育教育和体育运动形成的共识,增进国内学界对体育运动的理解,以《国际体育运动宪章》为研究对象,运用文献资料等方法,对1978年、1991年和2015年颁布的3个版本的《国际体育运动宪章》进行介绍,并对最新版本进行详细解读。研究分析并诠释了《国际体育运动宪章》传递的4个方面的核心内容:1)参与体育是一项基本人权;2)对体育安全风险的多重理解;3)对终身体育理念的持续强调;4)体育对社会发展的多样作用。此外,研究还认为:1)我国全面落实依法治国的背景与《国际体育运动宪章》的内在理念相契合,应将“人权”作为我国体育发展的一个重要逻辑起点;2)基于该起点,我国体育事业今后应当将提高残疾人的体育保障作为一项重要内容并放在突出位置;3)体育竞赛应当作为我国学校体育工作的中心,它既是贯彻和实现“终身体育”理念的重要路径又与目前国际上体育教育的主流理念相吻合。
In order to timely transmit and interpret the consensus reached by various countries in the world for the formation of physical education and sports and to enhance the understanding of sports academics in China by taking the International Sporting Charter as the research object and using the methods of documentation and other methods to analyze the differences between 1978 and 1991 The three editions of the International Sports Charter, promulgated in 2015, are introduced and the latest edition is read in detail. The research analysis and interpretation of the core content of the four aspects of the “International Sports Charter”: 1) participation in sports is a basic human rights; 2) multiple understanding of sports safety risks; 3) continued emphasis on lifelong sports philosophy; 4) The diverse roles of sports in social development. In addition, the study also holds that: 1) China’s background of fully implementing the principle of governing the country according to law is in line with the inherent concept of “International Sports Charter”, “human rights” should be regarded as an important logical starting point for the development of Chinese sports; 2) Based on this starting point , Sports in our country should raise the sports security of the disabled as an important content in future; 3) The sports competition should be regarded as the center of our country’s school sports work. It is not only the implement and realization of the concept of “lifelong sports” The important path coincides with the current mainstream concept of physical education in the world.
