建立健全民主政治,是中国共产党的性质决定的,也是共产党成为执政党后应当追求的目标。我们党在延安时期,就遵循全心全意为人民服务的宗旨,与人民同甘苦,为人民办实事,深受人民群众欢迎和拥护,出现了军民一家人、干群鱼水情的生动局面。1945年7月,以民主人士黄炎培为首的五位参议员从重庆到延安访问,看到当时延安良好的政治氛围,高兴之余,善意地向毛泽东提出:一部历史,“政息宦成”的也有,“人亡政息”的也有,“求荣取辱”的也有。总之没有能跳出历史周期率。从过去到现在,就是希望找出一条新路,跳出周期率的支配。毛泽东的回答
