最近,国家防汛抗旱总指挥部组织了9个检查组,先后对长江、黄河、淮河、松花江、辽河、珠江和太湖七大流域及内蒙古自治区、新疆维吾尔自治区大江大河干流堤防、重点水库、重点蓄滞洪区以及抗旱工作进行了检查。结果表明:一些干部群众对防汛抗洪存在麻痹思想,对防大汛准备不足;全国目前有1/3的水库带病工作,是防洪安全的最大隐患;新建堤防工程大都没有经过洪水考验,特别是新建、改建的穿堤建筑物容
