省府为贯澈调整工商业和改善公私关系,于七月上旬组织了三个城市的视察组,巡视了青岛、济南、徐州三个市的工作,着重检查了三市对公私政策执行的情况。现据视察组的报告,三市工商业情况虽然各有不同,但其变化大致是相同的。我们在执行政策方面所发生的缺点偏差,及目前存在的问题,主要的是表现在公私关系、物价掌握、舆市场管理等工作上,没有随着物价稳定及时的转变。今特将此次检查所了解的主要情况及对今后调整工商业和改善公私关系问题的初步意见,综合提出如下:
