知识经济是以新技术革命的成果为基础 ,以知识与创新为发展动力 ,以全球经济一体化为背景 ,以知识产业为主导的经济发展模式。作为上层建筑 ,行政法制必然作相应变革 ,并形成不同于其他经济时代的特点。这些变革与特点具体表现为政府职能由秩序行政向服务行政转变、行政组织的扁平化和电子化、行政方式的自动化、行政法内容的国际化。
The knowledge economy is based on the achievements of the new technology revolution, takes the knowledge and innovation as the motive force of development, takes the global economy integration as the background and takes the knowledge industry as the leading economic development mode. As the superstructure, the administrative legal system inevitably make the corresponding changes, and formed different from the characteristics of other economic age. These changes and characteristics are manifested in the transformation of government functions from order administration to service administration, the flattening and electronicization of administrative organizations, the automation of administrative methods, and the internationalization of the contents of administrative law.
