选择贵州省具有代表性的集体林区锦屏县,采用参与式农村评估方法(PRA),在对三个村、乡镇和县级有关部门和人员进行调查访问的基础上,分析研究了该县集体林区公益林在确权发证、森林分类区划、经营管理和森林生态效益补偿等方面存在的问题。就进一步做好确权发证工作,切实维护集体和农户权益,调整森林分类区划,兼顾生态和经济效益,实行森林分类经营,逐步实施生态补偿等问题提出相关建议。
Based on the survey and interview with relevant departments and personnel in three villages, townships and county level, using the method of participatory rural appraisal (PRA), Jinping County, a representative collective forest area in Guizhou Province, was selected and analyzed. Collective forest public welfare forests in the confirmation of certification, classification of forest classification, management and forest ecological benefits and other aspects of the problem. We will make recommendations on how to further ensure the certification and verification, effectively safeguard the rights and interests of collectives and farmers, adjust the classification of forests, give consideration to ecological and economic benefits, implement forest classified management, and gradually implement ecological compensation.
