农村劳动力供大于求是目前西部民族地区影响经济发展与农民增收中的突出问题。城市国有企业战略性结构调整,城市安排重新就业的压力越来越大;城乡分割的二元社会结构和户籍制度为核心的封闭式管理;农业领域容纳劳动力出现绝对量下降趋势以及全球金融危机的继续存在,进一步加大了西部农村转移劳动力的难度。为此,必须加强西部民族地区基础教育和职业技能培训,统一我国城乡户籍制度和就业制度,大力发展乡镇企业和加快小城镇建设,积极推动西部民族地区农村剩余劳动力顺利转移。
The oversupply of rural laborers is a prominent issue in the western minority areas that affects economic development and peasants’ income. The strategic restructuring of state-owned enterprises in urban areas is under increasing pressure to re-establish urban employment; the dualistic social structure of urban and rural areas and the closed-door management with the household registration system as the core; the downward trend of the absolute amount of labor in accommodation in agriculture and the global financial crisis Continue to exist, further increasing the difficulties in the transfer of labor in the rural areas of western China. To this end, we must strengthen basic education and vocational skills training in the ethnic minority areas in the western region, unify the urban and rural household registration system and employment system in our country, vigorously develop township and village enterprises and speed up the construction of small towns and cities, and actively promote the smooth transfer of rural surplus labor force in the western minority areas.
