一、问题 《中共中央关于制定国民经济和社会发展十年规划和“八五”计划的建议》明确指出:“必须十分重视扫盲工作,争取到2000年全国基本扫除青壮年文盲。”毫无疑问,在本世纪末完成我国的扫盲历史任务,对于提高中华民族素质,促进社会主义物质文明和精神文明建设,加速实现社会主义现代化的宏伟目标有着极其重要的意义。 当前,我国扫盲教育面临着许多新情况、新特点,扫盲工作有一定的难度。但是,有利条件占主导地位,实现目标的基本条件已经具备。重要的是应采取相应的对策,落实强有力的政策措施,而开展扫盲教育,科学研究,提高扫盲工作的科学性,就是其中的一项重要措施。
