湖北省松滋县位于长江中游南岸。党的十一届三中全会以来,该县财政局彻底转变理财思想,实现了由单纯的收支型向综合服务型、经营管理型、讲究效益型和开拓型财政的转化。他们结合全县的实际,确立了“重点巩固基础财源,扩大理财领域,培植财力后劲,不断提高经济效益”的指导思想。通过十年努力,使松滋县的财源建设得到了稳定发展。全县国民收入、工农业总产值、财政收入等主要经济指标都有大幅度增长。1988年与1978年相比,工农业总产值由25731万元上升到87031万元,增长237%;国民收入由25926.6万元上升到46668万元,增长180%;财政收入由1639.2万元增加到3582.3万元,增长119.6%。
Songzi County in Hubei Province is located in the south bank of the middle reaches of the Yangtze River. Since the Third Plenary Session of the 11th CPC Central Committee, the County Department of Finance has completely changed its thinking on financial management and realized the transformation from a simple revenue and expenditure type to an integrated service type, operation and management type, stressing efficiency and pioneering type of finance. In combination with the actual conditions in the whole county, they established the guiding ideology of “focusing on consolidating basic financial resources, expanding the field of financial management, fostering financial stamina and continuously improving economic efficiency.” Through decades of efforts, Songzi County has made steady progress in building its financial resources. The county’s national income, gross industrial and agricultural output, financial revenue and other major economic indicators have increased dramatically. Compared with 1978, the total output value of agriculture and industry rose from 257.31 million yuan to 87.31 million yuan, an increase of 237% over the same period of 1978; the national income increased from 259.266 million yuan to 466.68 million yuan, up 180%; the fiscal revenue increased from 16.392 million yuan to 35.823 million yuan, an increase of 119.6%.
