随着我国经济社会的不断发展,交通运输业日益成为影响国民经济快速持续发展的因素。当前,我国低能耗与新能源汽车发展已进入关键时期,既面临重大的发展机遇,也面临着严峻的挑战。2006年,国家颁布了《国家中长期科学和技术发展规划纲要(2006—2020年)》(以下简称《纲要》),将“交通运输业”列为重点领域,并将“低能耗与新能源汽车”作为《纲要》中交通运输业的6个优先主题之一。经过数年发展,我国低能耗与新能源汽车领域,已经取得明显进步。
