面对地方立法的新形势、新要求,如何进一步做好地方立法的统一审议工作,我谈几点工作体会:(一)提高认识,增强履职能力。除了提高地方立法质量,统一审议还承担着维护国家法制统一、维护制度的公正性和利益的平衡性等其他重要的价值功能。因此,法制委的统一审议对法制委组成人员在政治性和专业性方面的能力素质都有着非常高的要求,也要求法制委组成人员对这项工作充满强烈的事业心和责任
In the face of the new situation and new requirements of local legislation, and how to further improve the unified scrutiny of local legislation, I will talk about some working experiences: (1) to raise awareness and enhance the ability to perform their duties. In addition to improving the quality of local legislation, the unification review also carries out other important value functions such as safeguarding the unity of the country’s legal system, safeguarding the impartiality of the system and the balance of interests. Therefore, the uniformed deliberation by the Legislative Affairs Commission has very high requirements on the political and professional capabilities and qualifications of members of the legal system committee. It also requires that members of the legal system committee be full of strong dedication and responsibility to this work
