基于局部均衡分析 ,从理论上对关税配额政策的经济效应进行了讨论 ,并与关税、配额等进口限制措施进行了比较 ,认为虽然关税配额同时具有关税和配额的特点 ,但从根本上说它具有关税的特征 ;对于 WTO的农产品贸易谈判 ,关税配额是一个过渡性保护措施 ,进一步的贸易自由化谈判将会从增加关税配额的配额数量、降低配额外关税水平两方面对该措施进行约束。文中对我国的农产品保护和关税调整提出了建议。
Based on the partial equilibrium analysis, the economic effect of the tariff quota policy is discussed theoretically and compared with the import restrictions such as tariffs and quotas. Although the tariff quota has the characteristics of tariffs and quotas, The tariff quotas are a transitional protection measure for the agricultural trade negotiations of the WTO. Further negotiations on trade liberalization will restrict the measures from the aspects of increasing the quota of tariff quotas and lowering the tariff level of quotas. The article put forward suggestions on the protection of farm products and tariff adjustment in our country.
