一、问题的提出鄱阳湖地区位于沿长江经济带和沿京九经济带的交汇点,是连接南北方、沟通东西部的重要枢纽;毗邻武汉城市圈、长株潭城市群、皖江城市带,是长江三角洲、珠江三角洲、海峡西岸经济区等重要经济板块的直接腹地;该区域基础条件较好、发展潜力较大,是中部地区正在加速形成的增长极之一,在我国区域发展格局中具有重要地位,千百年来,鄱阳湖地区为中华文明的发展作出了重要贡献。
