The unification of Berlin has produced a global interest in the future development of its cities. Municipalities are surrounded by planning applications and interested groups, and everyone wants to participate in this exciting redevelopment. In turn, the authorities’ response is to implement an overall development strategy. However, what is urgently needed is a comprehensive master plan to balance the global approach with the pressure from individual site development. In this way, an elaborate development program can be prepared in a thoughtful and restrained manner, which can transform the city without compromising its history and personality. The location of the Berlin Wall is relatively artificially separated from the boundary between an administrative district and another administrative district. However, its political importance in the world and the events happening there in modern times mean that it will inevitably become a part of Berlin’s totality. Permanently erasing this area, the current right is the fate of the wall area and it will be denied to future generations that the history of this city exists. It also means losing a unique potential for development that has historically been used by cities around the world. Urban perimeter defensive buildings in many parts of Europe have been dismantled when cities have extended beyond their boundaries and defense requirements have not become the primary issue. This treasure in a dense, wide-ranging community center can provide new opportunities for public space at a relatively low cost. By linking this with a well-designed and potentially enhanced development program for the price of land around this public treasure, it is possible to preserve history and create new urban green spaces, making high-quality development possible.
