从中国人民银行获悉,为加强人民币管理,维护人民币信誉,日前《中华人民共和国人民币管理条例》以国务院令的形式对外发布,该条例将于2000年5月1日正式施行。《条例》规定,人民币为中华人民共和国的法定货币,以人民币支付中华人民共和国境内的一切公共的和私人的债务,任何单位和个人不得拒收。任何单位和个人都应当爱护人民币,禁止损坏人民币和妨碍人民币流通。《条例》对人民币的设计和印制、发行和回收、流通和保护都提出了具体要求,同时专辟“罚则”一章,对各种违法行为作出处罚规定。
It is learned from the People’s Bank of China that in order to strengthen RMB management and maintain the credibility of RMB, a few days ago the People’s Republic of China Regulations on the Administration of RMB were released in the form of a State Council order, which will come into effect on May 1, 2000. The “Regulations” stipulate that the renminbi shall be the legal tender of the People’s Republic of China and shall pay all public and private debts in the territory of the People’s Republic of China in Renminbi without any refusal of any unit or individual. Any unit or individual should love the renminbi, prohibit damage to the renminbi and impede the circulation of the renminbi. The “Regulations” put forward specific requirements on the design, printing, distribution and collection, circulation and protection of the renminbi and also set forth the penalties for various illegal acts.
