６月２５日，国家经贸委就工业行业的“十五”结构调整召开了新闻发布会。我国工业经过２０年来的快速发展，取得了举世瞩目的成就．为我国现代化建设奠定了坚实的基础。但随着国内外市场环境的变化．我国工业发展中长期积累形成的结构性矛盾也日益暴露和突出。我国工业经济已经到了不调整就不能发展的时候，按原有结构和粗放增长方式发展经济，不仅产品没有市场，资源、环境也难以承受。必须在发展中调整结构，在结构调整中保持较快的发展。“十五”工业结构调整同以往的适应性调整有着根本的不同，是一次全局性、整体性和战略性的调整。
