——2014年11月26日在北京市第十四届人民代表大会常务委员会第十五次会议上主任、各位副主任、秘书长、各位委员:2014年9月24日,市十四届人大常委会第十三次会议对《北京市居家养老服务条例(草案修改稿)》进行了第二次审议,会上有16位常委会组成人员发表了审议意见。大家普遍对此次立法修改思路给予肯定,认为草案修改稿围绕加快建设居家养老服务体系的主线,充分吸收了一审的审议意见,内容集中,逻辑更加清晰。同时,对居家养老服务体系中相关主体的定位、社区养老设施配置、居家养老服务内容、长期护理保障制度、特殊老年群体保障以及进一步增强可操作性等问题提出了意见和建议。
- On November 26, 2014, at the 15th meeting of the Standing Committee of the 14th Beijing Municipal People’s Congress, all the deputy directors, secretary-generals and members attended the 14th NPC Meeting on September 24, 2014 The 13th meeting of the Standing Committee held a second review of the Regulations on Home Care Services for the Elderly in Beijing (revised version of the draft), in which 16 members of the Standing Committee issued their deliberations. We generally affirmed the idea of this legislative amendment. We think that the revised version revolves around accelerating the construction of the main line of the home-based pension service system and fully absorbing the opinions of the first instance reviewers. The contents are concentrated and the logic is clearer. At the same time, opinions and suggestions are put forward on the positioning of the relevant subjects in the home-based pension service system, the configuration of community-based retirement facilities, the content of home-based retirement services, the long-term care support system, the special elderly groups and the further enhancement of operability.
