卫生员是部队技术兵之一,平时他执行着日常的分队卫生勤务,接受着军、政、文、体以及专业技术的训练。四大制度改革以后实行义务兵役制以来,这双重工作更显得重要了,因此也就确定了卫生员在服役期间有两个重要任务——训练与执勤。由于这两个任务并重,和整编后人数上相对的减少,随着也就出现了新的矛盾——训练与执勤之间,技术要求与不能马上提高相适应的矛盾。因而也就出现了新老不能衔接,技术不能交替的困难,虽然每年团队能补到一批经过师卫生教导队基本业务和军事常识训练的新卫生员,这批新到职的卫生员,仅学到了一部份理论知识给实际工作奠定了条件,但并不能完全解决现实工作的需要,在这种情况下,老的复员了,新的又不能全面接替,因而每年在工作条件上,和工作质量上,都有一个“青、黄”不接的阶段。
