受利益的驱动,加上工业化和城市化的进程,农村集体土地流转发展起来了,且法律也在为迎合经济的需要而对集体土地流转制度不断完善。但是对于其中的耕地资源保护问题却被忽略了,耕地资源遭受严重破坏,这已经严重影响到了耕地资源的数量和质量,影响到了粮食安全、国家安全,而目前的法律没有就集体土地流转中的耕地资源保护作出规定,因此,必须修订完善现有法律、制定新的法律,以保障耕地资源的可持续利用。

However, the protection of cultivated land resources among them has been neglected and the cultivated land resources have been severely damaged. At present, Therefore, it is necessary to revise and perfect existing laws and make new laws to ensure the sustainable use of cultivated land resources.
